1. What is Madrid's Resident Parking Card?
The Resident Parking Card is a permit that allows Madrid residents to park in areas regulated by the Controlled Parking Service (Servicio de Estacionamiento Regulado, SER) without having to pay the parking meter daily. It is valid exclusively for vehicles registered to the applicant's address in a specific SER zone.
2. Who can apply for the Resident Parking Card?
Individuals who meet the following requirements can apply:
- Be registered as a resident in a SER zone in Madrid.
- Be the owner or primary lessee of a vehicle in which they are listed as the main driver.
- Be up to date with the payment of the Impuesto sobre Vehículos de Tracción Mecánica (IVTM, Motor Vehicle Tax) to the Madrid City Council.
- Have no outstanding debts with the Madrid City Council.
3. What are the steps to obtain the Resident Parking Card?
Step 1: Gather the necessary documents
You will need:
- Identity document (DNI, NIE, or passport).
- Proof of residency registration (this is usually verified automatically but may be requested).
- Vehicle registration certificate.
- IVTM payment receipt, if the vehicle does not pay this tax in Madrid.
- Rental or leasing contract, if the vehicle is leased.
- Authorization of use, if the vehicle belongs to a company and you are the main driver.
Step 2: Submit your application
You can apply for the card through:
- Madrid City Council offices: Book an appointment at Citizen Service Offices.
- Online portal of Madrid City Council: Access the official website (www.madrid.es) and follow the steps in the "Trámites y gestiones" (Procedures and Services) section.
- Phone line 010 (línea Madrid): Request information and verify whether the procedure can be completed by phone.
Step 3: Pay the fee
The Resident Parking Card requires an annual fee. The cost varies depending on the type of vehicle (greater discounts are available for ECO or ZERO-emission vehicles). Payment can be made online, by credit card, or through collaborating entities.
Step 4: Confirmation and delivery
Once the application is approved, you will receive the Resident Parking Card either physically or digitally. From that moment, you can park in your designated zone without worrying about daily parking meter payments. The processing time may vary, but it is typically resolved within a few days if all documents are in order. In-person applications may be completed immediately.
